Master electricians, permits and the code: what an Alberta electrical quote has to carry in 2026

Pricing electrical work in Alberta has its own shape. The permit comes from the city or an accredited agency, only a master electrician can take it out for a contractor, and the quote carries GST with no provincial sales tax at all. Each of those lands somewhere specific in a bid. Here is the code, the permit and what it costs in Calgary and Edmonton, the certificates, tax and labour, with a worked example.

Facts come from the government, council and city pages listed under Sources, checked on October 18, 2026. VOLTA makes one of the products mentioned.

Key takeaways
  • Alberta enforces the 2024 Canadian Electrical Code (26th edition), in force since April 1, 2025, plus its own STANDATA.
  • Master electricians are the only contractors who can obtain electrical permits in Alberta, and the permit comes before the work.
  • Calgary charges $112 plus $9.79 per $1,000 of construction value, plus the 4% Safety Codes Council fee; Edmonton's published fees start at $160.
  • Alberta quotes carry 5% GST and no PST, and Job Bank's median electrician wage in Alberta is $38.00 an hour.

Which code are you pricing to in Alberta?

CSA C22.1-24, the 26th edition of the Canadian Electrical Code, Part I, declared in force on April 1, 2025. The 25th edition applied from February 1, 2022 to March 31, 2025.1 Alberta adopts the CSA code itself rather than publishing a provincial edition of it, and adds Electrical STANDATA: bulletins, interpretations and variances for the 2024 code, covering "interpretations, clarifications, recommended practices or province wide variances."2 Many contractors call the combination the Alberta electrical code.

If your assemblies were built to an older edition, or to another province's amendments, check them against the 2024 code and the current STANDATA before you trust them here. For how editions and amendments work across Canada, see the CEC for electrical estimators.

The permit: who can take it out, and when

Permits are issued under the Safety Codes Act, by municipalities accredited to administer it or, in areas that are not accredited, by an accredited agency under the oversight of the Alberta Safety Codes Authority. The Act requires the appropriate permits before you construct.3 Who can apply is the part that shapes a contracting business: master electricians are, in the Safety Codes Council's words, "the only contractors who can obtain electrical permits in the province."4 A homeowner doing work on their own home may obtain the permits for it,5 within the limits each city sets.

The two big cities add their own conditions. In Calgary, "Before the work begins, a certified electrical contractor must apply for the permit(s)," holding an Alberta Master Electrician Certificate and a City of Calgary business licence.6 In Edmonton the contractor needs a valid City of Edmonton business licence, and the City's instruction is to begin work only after it has issued the permits.7 An Alberta electrical permit is therefore part of your company's paperwork, not your client's: price it, schedule around it, and keep your Master Electrician on it.

What the permit costs in Calgary and Edmonton

The electrical permit Calgary issues is priced by the value of the work. Under the City's 2026 Building & Trade Permit Fee Schedule (R2026-02), a contractor's trade permit is a $112 processing fee plus a base fee of $9.79 per $1,000 of construction value, which is the total value of the labour and material. The Safety Codes Council fee is added at 4% of the permit fee, with a $4.50 minimum and a $560 maximum, and the minimum total is $116.50. A homeowner permit is $116.50, a re-inspection $327, and "If an applicant begins work prior to receiving a permit, the applicant will be charged double the permit fee." For new houses, semi-detached homes and duplexes, the electrical trade permit is included in the building permit fee.8

Calgary construction valueProcessing fee + base fee, before the Safety Codes Council fee
$10,000$112 + $97.90 = $209.90
$40,000$112 + $391.60 = $503.60
$150,000$112 + $1,468.50 = $1,580.50

The electrical permit Edmonton issues follows the City's Planning and Development Fee Schedules. Its commercial permit page lists base fees by construction value for electrical permits obtained with a building permit: $160 up to $24,000, $230 to $80,000, $405 to $400,000, $835 to $2 million and $2,695 above, plus the same 4% safety codes fee.9 That page shows no date, so see the city's current schedule before you rely on a figure. Both are worked through in the Calgary and Edmonton guides.

The Master Electrician certificate, and the trade under it

Because permits follow the Master Electrician certificate, that certificate is what a contracting business is built on. To be certified you write and pass the master electrician exam. To be eligible you need a journeyperson electrician trade certificate from Alberta or another province and to have worked as a journeyperson electrician for three of the last five years. The application fee is $50, the exam fee $150 and a rewrite $75 per part, and a pass takes 60% or higher on each part and a 75% average.10

Underneath it, Electrician is a compulsory certification trade under the Skilled Trades and Apprenticeship Education Act, with a Journeyperson Certificate at the end of a four-period apprenticeship.11 As of May 1, 2026, Alberta issues both a Construction Electrician and an Industrial Electrician journeyperson certificate; certificates issued before then were issued under the Construction Electrician branch.12 Both cities also ask for a business licence,6 and if you sell residential work in the client's home and take a deposit, the province's prepaid contracting licence applies: it covers businesses that sell in person away from their place of business and accept "money before all the work is done," on contracts for "construction, maintenance, repairing, altering, adding to or improving private dwellings."13 For the estimate, all of these are overhead: spread the fees and the insurance into your overhead rate and keep the job's lines for the job.

Tax and labour on an Alberta quote

The Canada Revenue Agency lists Alberta at 5% GST and 0% PST.14 So the quote carries GST on the contract price and there is no provincial tax line, unlike BC, where the contractor pays PST on its materials. If a template came from a BC job, switch that setting off before you price.

For labour, Job Bank's median wage for electricians (NOC 72200) in Alberta is $38.00 an hour, with a low of $21.50 and a high of $46.00. The Calgary region's median is $40.00 and the Edmonton region's $38.00, from 2023–2024 data; the wages were updated on November 19, 2025.15 That is the wage, not the rate. The rate clients pay adds WCB, CPP, EI, vacation, tools, the truck, supervision, overhead and margin to each hour, so build your billed rate up from your own costs.

A worked example: a $40,000 tenant improvement in Calgary

Say your electrical scope on a commercial tenant improvement in Calgary comes to $40,000, labour and material together. Here is how the permit side lands:

  • The permit: $112 + $391.60 = $503.60, plus the Safety Codes Council fee of 4%. Your Master Electrician applies before the work starts.
  • Starting early: the schedule charges double the permit fee if work begins before the permit is received. That comes straight out of your margin.
  • Re-inspections: $327 each under the schedule, worth a line in your risk allowance on a job with a tight inspection sequence.
  • Tax: 5% GST on the contract price, shown on the quote, and no PST.

None of these is large next to the labour, which is why they get missed. Put each on its own line.

How VOLTA handles an Alberta estimate

VOLTA reads your PDF drawings in the browser and drafts the takeoff, then prices it with your own rates. With the province set to Alberta, the quote carries 5% GST and no provincial sales tax; enter the permit fee in Settings under Permits + mobilization and it prints on its own line. On renovation sets it prices the demolition marks too. It does not check your work against the code or apply for a permit. It is $9.99 CAD a month after a 30-day trial; the Alberta hub has the rest.
