What electrical labour units are, and where the published tables come from
Ask ten electrical estimators what a labour unit is and you will get ten correct answers of wildly different precision. The concept is simple: the standard time to install one of something. Everything interesting is in what “standard” means, what the time covers, and what happens when your job is not standard — which it never is.
- A labour unit is the installation time for one item under stated conditions — the atom every electrical estimate is built from.
- NECA’s units cover material handling, drawing study, measurement and layout, installation, and normal non-productive labour.
- They do not include supervision. Add it separately or you are short every job.
- Published units come in Normal, Difficult and Very Difficult columns; picking the column is an estimating decision.

The unit is a time, not a price
A labour unit is the number of hours a competent worker needs to install one item under a defined set of conditions. A duplex receptacle carries a unit. So does a metre of EMT, a 2×4 troffer, a 100-amp breaker, a fire alarm pull station.
The estimate is then three multiplications and a sum: quantity × unit gives base hours; base hours × factors gives effective hours; effective hours × rate gives money. Keeping those three steps separate is not pedantry — it is what lets you answer the question a client or a partner will eventually ask, which is why the number is what it is. An estimate that jumps from counts to dollars in one move cannot be defended, corrected, or learned from.
It also matters that the unit is a time, because hours are the thing you can verify. You cannot go back to a finished job and check whether $4,300 of labour was right. You can check whether it took 61 hours.
What is inside the unit — and what is not
This is where most spreadsheet estimates quietly break. The NECA Manual of Labor Units, the trade’s reference since 1923, describes its units as covering "normal material handling, drawing study, measurement and layout, material installation, and normal non-productive labor."
Read that list again, because it is broader than people assume. The unit already includes walking to the gang box, reading the drawing, laying out the run, and the coffee-break-shaped reality of a working day. Estimators who add a separate allowance for "layout" or "getting materials" on top of published units are double-counting.
And then the exclusion that costs money: NECA notes the labour units "do not include any labor for supervision of any type," because supervision needs vary by project size and complexity. Foreman time, the working foreman’s non-productive hours, coordination meetings, and the project manager’s site visits are all outside the unit. On a job where a foreman spends half their time supervising, leaving that out is not a rounding error.
Where published tables come from
Published unit tables are the accumulated experience of contractors, gathered and maintained by industry bodies rather than derived from first principles. NECA describes the MLU as "an experience-based reference for estimating the electrical construction labor required to install typical electrical and communications systems."
Crucially, a published unit is not a single number. the NECA Manual of Labor Units presents three columns — Normal, Difficult and Very Difficult — where Normal applies "when all of the conditions associated with the installation of an item will permit the maximum productivity," and Very Difficult applies where conditions "permit substantially less than maximum productivity." NECA also encourages users "to consider labor units between the columns, or even lower than or exceeding the columns when appropriate," and publishes a Labor Factor Score Sheet to help pick.
So the table does not decide your number; it gives you a defensible range and a method for choosing within it. That choice is the subject of labour factoring, and it is where the real skill in electrical estimating lives.

Building units from your own jobs
The best unit table in the world for your shop is the one made out of your shop’s finished jobs. The mechanics are unglamorous and the discipline is the hard part:
- Record hours against scope, not against the job. "Tuesday, tower, 8 hours" teaches you nothing. "Level 6 suite rough-in, 9 suites, 34 hours" is a unit.
- Record the conditions too. Crew mix, height, occupied or empty, day or night. A unit without its conditions is a number without a meaning.
- Keep the exceptions visible. The week the elevator was down belongs in the record, flagged, not averaged silently into your unit.
- Expect it to take years, not weeks. Until you have a real body of history, use published units and adjust them with judgment you write down.

From hours to dollars without losing the plot
Hours become money through the rate, and the rate is where two mistakes are common. The first is using the wage as the cost rate. What you pay a journeyperson and what an hour costs your shop are different numbers: Job Bank’s wage data for journeyperson electricians in BC puts the provincial median hourly wage at $34.00, but the loaded cost adds WorkSafeBC premiums, CPP, EI, vacation pay, small tools, vehicle and supervision on top. WorkSafeBC’s 2026 premium rates put the average base premium rate at $1.55 per $100 of assessable payroll for 2026; your classification unit has its own rate and it is worth looking up.
